Default (Warning: Noob Q) Dyno Results?

Simple question: Do the dimensions of your tires affect whp measurements? i.e. would running larger tires/smaller tires effect the power your make at the rear wheels? I would think yes, especially with running larger diameter tires (more mass to turn). I know that in most cases the difference would be negligable, due to the limits of the stock wheel wells' tire fitment (couldn't alter the diameter beyond a few inches), but hypothetically. Probably has a really small effect, from the difference in rolling resistance, & maybe the difference in rotational mass. (Depending on what kind of dyno.)

A brake dyno will see the difference in rolling resistance. An inertial dyno will see both those things.
