Default Y8 block with Y7 head in 90 civic timing off?

I have a Y8 block with a Y7 head and a A6 intake manifold and I'm getting a code 9 and the timing when checked with a timing light is off by a good amount in the advanced position...I checked over the wires and they all seem to go to the right place. I also get a code 9 but the distributor is brand new. This is in a Std model do I had to rewire the car for mpfi. is the cam timing correct on a y7 head on a y8 block? does the distributor mount in the correct position or is it mounted in teh wrong position therefore causing the advanced timing and code 9? Im stumped...

Did you wire it for MPFI?
