Yeah, you can mount a performance tire on a steelie. Why wouldn't you? It's not up to the rim that determines what kind of tire you can mount, but the actual rim size.

Hub cap. Think about the combination of words. CAP, yes, it caps a hub. A hub which is in reference to the wheel.
