racing hart cp-035 rim repair

i might buy a set of racing hart cp-035 17s for only $175 from a buddy of mine...all the rims are in good shape but one is cracked...the crack is on the inside edge of the rim...can i get this fixed??

for that price you could even buy a new rim

alot of people told me that i can't because it is forged...and if i did it would make it very very weak
