Default Stretched Timing Belt

My friend did a b18c1 into his car and recently we were getting on it down the interstate due to the big bad v8 next to us... more like behind us but anyways... It jumped off a tooth on the intake i believe and after limping it back, we noticed the belt had some play on the intake side. Is it able to stretch? BtW its an oreillys timing belt.

Ouch. Never use a autozone, advance, etc timing belt! Always use OEM or better. Yes since its cheap beat I'm pretty sure it can stretch.
