I have a liner right around the edge of my fender. It is about two inches of folded rubber that protects the edge of my fender. I think that it mite keep mostiure underneath it. I/E Rust starter. Should I take it off and do a little sanding to get the rust color off then seal it? Or should I just keep it on?

I am not talking about the large plastic wheel well liner.

 

A lot of people remove them because of what u just said, they may trap moisture thus creating rust.

he isnt talking about those liners. he's talking about the thin rubber ones that just go on the quarter rear arcs. at least im almost positive that's what he means.

 

Are you talking about "wheel well moldings"? I don't think they cover enough to cause rust.
Rust usually starts from the inside out, not the other way round.
But take 'em off and tell us what you find.
