well if ur speedo works then ur vss works...if it dont then you should check the cable where it goes to the tranny and where it connects to the cluster...if its all connected securely then u prolly need a new cable
as for the fan...takes my car about 10min at idle for the fan to kick in on a warm day

i'm getting a code 17 also. Everything on my gauge cluster works also and i don't now what it is. What could it be?
reset the ecu by pullin the ecu fuse under the hood...leave it out for like 5min.
doin it this way u dont have to reset you clock and radio stations

To check your fan, on the back of the block you have a black boot right next to the oil filter, pull this off and theres 2 wires. Put a paper clip/wire between the 2 wires. Turn your ignition on and it should turn on, if not then start the car, I'm not sure if it has to be running or not. This will let you know if your fan works.
However the switch may be bad, where it ownt turn on at the right time or never. In which case I belive you have to remove the switch, put it in water, heat the water and test for current at a certain temp....not a fun thing. If the fan doesnt come on on its own simply run a remote switch (get from radio shack or ACE for like $2) in between the 2 wires, just remember to turn your fan on.
