No dash lites on a '99 EX???

No dash lites on a '99 EX???
I bought the car used so I don't know the history on it. But no dash lites??? It is not the fuse becuase the back up lights work and they are fed from the same fuse. Does anybody know where the dimmer module is located. I am hoping it is not built into the cluster assy. THX
I know where the adjustment **** is but it has no effect. It is like all the bulbs have been removed or are burned out. The running lights come on but no lights in the dash.
