Headlights on accord 89

my headlight won't work even though i changed the lightbulbs and i checked the fuse..could it be the switch .... i don't think that relays are causing the problems...
lights are working on normal

are they pop-ups?? (i always forget what years the accord came w/ popups...)

voltmeter...is your friend...get out there and test....see if its getting any juice...
