Default Rear Wheel Well Rubber liner

My 97 Si has a piece of rubber which fits over the folded metal, right at the rear quarter panels just above the tire.

Came right from the dealer like that. Should I remove it to prevent rust, living in Canada and all. I don't want road salt to get in. Besides, after every car wash the rubber half comes off anyway.
Any thoughts ?

Thanks

take it off and wash and wax it. clean the black strip and put it back on. if you dont have it on, crap from your tires will fly into it and chip the paint off. if it is clean it will prevent your quarter panels from rust.
