All Motor / Naturally Aspirated No power adders

Burning lots of oil, no power in vtec..

Default Burning lots of oil, no power in vtec..

Well my motor has been back and running for awhile now, but before i do all my work to get it back running right (or at least what i think is wrong with it, i wanted to see all your opinions). First, the car burns a significant amount of oil, about a quart or 2 every 1000 miles, maybe even more. Coolant also burns but only about a cup or 2 every so often.
On startup, and on the first 15 seconds of driving, white /bluish smoke (cant really tell), once the car is in vtec, its alot of black smoke. Im sure thats fuel/oil...

Valve seals are new, and BEFORE i pulled the head, i had good compression in all four cylinders. So im thinking its the headgasket...

Now for my powerband...or lack there of: The car makes "okay" power up to vtec level, once vtec switches over, it flatlines..5500 = 143whp...7000 = 141whp 8000=139whp....

But up until vtec im making alright power?! It was missing (timing) but we got that fixed, and when we adjusted the cam gears we got a 32whp jump from 104whp...
So we assume its the cam timing? and we didnt want to adjust the gears anymore, because we werent sure how far off they were...

Now my question is...when we put my timing belt on, im (99 percent sure) everything was at TDC, and the cam gears were at +1, +1 to make up for the 2 layer head gasket...

Any suggestions..?
