what about the smaller motor bikes with out all the extra weight (headlights speedo horn etc..)

Depending on your local law enforcement. Over here, all you need is a helmet.

the 47cc are faster because theyre lighter then the 49cc. as far as being illegel...
i know here in KC if its under 50cc you dont have to tag it or insure it. you'll just get hassled with no helmet. i'm ordering one of these tonight, im too tall for the 47cc bikes.

 

What 95dxhatch said is correct, 49cc has more goods on it (Head lights, tail lights, speedo etc..) Which in turn make it more legal to ride on the streets, as long as you wear your helmet. But different areas have different laws on them.
Oh and the 49cc is about 30mph
while the 47 is about 45mph
