I ordered that exact lock (Pit Bull Tire Lock) about a year ago. I called and they gave me some good discounts over the price on the website. These things are a bitch to put on. It's kind of hard to describe here, but you'll see when you get it. There are a couple holes, and a cylinder with a lock needs to fit through one of the given holes. It is very hard to line up the holes properly so the lock cylinder can fit in. It would take me over 5 minutes to put this wheel lock on and my hands would get dirty every time I put it on. It may be worth it if you don't have a garage, but I park my car in the garage, and I don't think it's worth it to use it every time I drive somewhere. I returned and got a full refund minus the shipping cost.

ive never seen those upclose but it looks like a padlock is the only thing that keeps those locked??
look in my sig. these are the only government issued wheels boots for the past 20 years. if anyones not paid their tickets im sure you've seen the orange boot.

and yes you dont need the padlock to secure my boot... and the key is not a cylinder so no one can pick it...and deflating the tire wont help either to how its made... so your only option is to cut or tow... you cant stop them fully but you can limit the way the car is stolen. and layering is key in conjunction with the boot..
but with enough time and powertools, and a quiet tow truck it can be defeated. but if you cant here those things then you deserves to get your car stolen...
