your only recourse, if you are not going to rebuild it, is to either chop it up or strip it down in japan rather than shipping it complete

 

Why does that R have 4 lugs and not 5? Does it have to do with being 96spec?

 

All 96 spec ITRs have 4 lugs...98+ have 5

 

96specr used a 4x114.3 bolt pattern. it is believed that honda had just used the last-gen prelude vtec brake and hub hardware for the itr before going 5x114.3... i still can't confirm that though.
