Gauge Cluster - RPM and Spedo fluttering

My setup is a b16a2 in a 95 CX hatchback.
Currently I have a EG9 cluster installed. My problem is that the rpm's fly up and down from time to time without me pressing the throttle.
Things I have done to try to fix this problem is. I used my friends gauge cluster, and it still gave the same problem. So I know that my gauge cluster is not bad.
Anyone have a solution to this problem or what I should check for?

Problem Solved I hope.
All I did was open up the distributor and spray contact cleaner on all contacts. Then I used my old D series spark plug wires. No problems so far
