Default Problem with JDM Itr HID's

Allright I have done a search.
I can get all the lights in my headlamp assembly to work except the low beam hid's.
If I put power to the white wire (middle spade connector) in the 5 pin plug I get a buzzing sound from the ballast, but no light.
I have tried grounding the black wire to the chassis thinking that I might have a bad ground. That has not worked either.
Both right and left headlamps are doing the same thing
Any ideas.
I need to determine if the hid's work or I need to send them back to the place that I bought them
Yes I have seen the post with a schematic of the wiring.
Again all the other lights in the headlamp work
What else might be wrong?
