Default 96 Accord CEL problem... engine running lean..can anyone help?

i have a 96 Accord EX 2dr. my CEL came on and i hooked the odb2 up and it said engine is running lean. car wants to pause somewhat at around 2200 rpm and then jump up around 3000 rpm as i press the accelerator. only does this when the car just cranks up and hasnt been running. i changed the air filter and still have the problem so im guessing its a fuel shortage and not an air shortage. any suggestions?

if not the fuel filter, maybe the fuel pump? it was suggested by a friend of mine, although others have told me otherwise.

ok i had the fuel filter replaced on the car as well as new spark plugs and spark plug wires. The car still behaves as it has been. Any other thoughts on what it could be? My guess now is fuel pump, but what about maybe something else in the fuel system? or maybe the throttle body? any help would be greatly appreciated.

I'd also check your fuel injectors to make sure they are pulsing. Simple test done with a noid light.

ok what is a noid light? my car only does this for about the first 30 seconds after i start it. if i wake up in the morning, start my car, and take off, through each gear it wants to pause between 2000 and 3000 rpm. but once ive been driving for about 30 seconds or so, if that, everything is normal. it doesnt do it again unless my car has been sitting there turned off for a while. does this help explain my problem any better?
