Default PROBLEMS w/ B16A in 90 Civic HB

I got a B16A put in my 90 Civic about a couple of weeks ago. I thought everything was cool, no problems. Then I come to find out that when I push on the gas the car will hesitate, then kind of jump into Vtec. I dont know what the problem would be?? I have had all of the gaskets replaced except the head gasket (which I know wouldnt cause that problem) I have replaced almost everything that youre suppose to when doing a swap. I was think it was maybe the CPU. Anybody have any ideas on what it could be??

The car isnt throwing any codes. I think that it is OBD0, it is running the stock computer that came with the swap. I think the CPU is a PR3. The motor is a 90.
