do u have to take off stock lip for comptech lip?

Umm, what stock lip? There isn't one.
Are you talking about the little black that sticks out underneath and comes out more on the sides? That's not a "stock lip." That's just part of the bumper. It doesn't come off.
The Comptech lip just bolts on to what you have.
