Brake Lights Won't Light up

Brake Lights Won't Light up
Brake lights won't light up when pressing the brake pedal. Checked all the fuses, also shorted out the switch, they still do not come on. So the switch and fuses are good, what else could it be? ALL 3 are not coming on, but they do light up when you turn on the headlights. 89 Civic.

on both bulbs including the third brake light?
they're also new bulbs.
ALB control unit - anyone know what it is? looking at the electrical diagram in the supplemental.
