Default 92' Accord - Timer Control Unit ... for cooling fans

How does the "timer control" operate? I know both fans, ( rad. & cond.), have separate thermo switches that sense coolant temperature .... but I'm unclear to why the timer is in those circuits. I have a factory manual, with all the wiring schemetics .... but no explaination. It appears to connected to the ECU. Does it control the fans when the vehicle is idling for long periods of time? I'm just trying to get .... "a little more education" All input is appreciated. Thanks.

There is a timing control box under the dash on the driverside that controls the fans.
