Default need help with eacv (sorry for typo)

well im looking at a car for my old lady and it has its problems so im just trying to figure out what the problem is and how to fix it. well this is what he writes. (Pay attention to the BOLD)




4speed man., rebuilt 1.5L eng. w/30,000mi., 30+mi./gal, CD, straight body, 2 studless snow tires, hood-bra, owner's manual, jumper cables. DETAILS:Had a different Civic & wrecked it shortly after rebuliding the engine. Engine in this car died & replaced it with rebuilt one. Has about 30,000mi. on it & car has about 154,000 miles on odometer. Back seats fold inward independently. Aiwa CD player: remote, CD changer control, CD-R, CD-RW, AM/FM, removable faceplate, Aux., 2 speaker. Silver bolt-on hub caps. Has 2 slide-up shades in rear hatch window. Many maintanance records. Metalic blue paint. Interior in good shape except for some peeling vinyl on driver's seat. Hatch doesn't stay up on its own because of a loose bolt. Can be fixed. I use a wood dowel to prop it up, included.

PROBLEMS:While driving, gas pedal will occasionally stop working. Engine won't die, but pedal will stop responding. Resting car for few minutes will allow it to start back up, but keeps doing it. Put around $400 of new parts[spark plugs & cables, fuel pump, fuel filter, distributor cap, ignition coil, rebuilt throttle body]. Also, check engine light is on & car's computer reads error code 14[problem with EAVC-Electronic Air Control Valve].
