im 100% positive code 10,21 will not prevent the car from cranking over, not sure on code 19. but look also look for little things sometimes the smallest wire unplug can cause you weeks of downtime, check your ground wires, on my last swap i 4got to plug in the ground wire for the tranny and spent the whole day trying to figure out y it dint crank over, so check everything 2x,3x over. also make sure all spark plug wires are plugged in the right order.

well we used a Manual Ecu from the stock motor (d15b8) to see if it would start...and it did...and the only CEL was 10 intake air temperature sensor...of course the vtec spool didnt show because the ecu doesnt have vtec. but the car still started...not driveable though idle really high.

yea you definatly need a 5spd ecu, and after that you may still need some trouble shooting on that 10 cel but it should be drivable and have vtec once u get the correct ecu, p28 by the way good luck

I just threw a code 10 and the 21, car started fine. I just got a new IAT sensor and vtec hooked up. I have an extra IAT which is causing your 10 I got 3 of them from the junk yard. Hit me up if you want one

Well from what I understand code 19 means your torque converter clutch is locked so it wont allow you to start since if the converter was locked then the car will lundge forward when you start it up.. So it make sense that it will not turn over
