I have a just built ls/vtec with je pistons, eagle rods, ss valves, crower dual valve springs and retainers, i am using a jdm obd1 b16 ecu. When i pull spark plugs #3 and #4 they are black and #1 and #2 almost white. Motor is built for turbo but i want to get the turbo running right first.
i switched injectors 3 times and each time the same problem, my fpr is getting vaccum, could it be the fpr itself
yes it could i would check the pressure or try swapping fpr's pull the rail off and blow it out make sure there is no crap inside, does your resistor box xorrespond to your injectors

Is it running on all four cylinders?

do a compression test, are you consuming oil? are all the spark plugs the same? are the cables new? measure the resistance on each one and tell me the readings... who instaled the head gasket? are you con consuming water/coolant?

do a compression test, first
if compression is fine, try changing your fpr, if its not getting pressure than most of the fuel will be going into cylinder 3 and 4, cause its closer to the fuel line.

i did a compresion test and all 4 were around 175/180 which should be right for 9:1 pistons, i changed fpr tonight, did not have chance to check, i installed head gaskett, could head gasket be messed up and still have good compresion

Not likely, but if i learned something working as a mechanic is that anything might happend.... maybe there is a small leak between one of the oil passages and the cilinders, and since the engine hasn't run that much it hasn't busted.
The thing that has me thinking is that it's hard for 2 spark plugs be different than the other 2......maybe you can get a pic of all of them, that way we can determine what exactly is what you're burning...
Anyway, does the car smokes?

Not likely, but if i learned something working as a mechanic is that anything might happend.... maybe there is a small leak between one of the oil passages and the cilinders, and since the engine hasn't run that much it hasn't busted.

I've seen some JDM b16's come with separate O2 sensors for 1-2 and 3-4, which makes me think it can control the pairs spepartely. I have no idea which OBD version they were. If it was looking for a signal for two sensors and only had 1, could that cause problems?
everything electrical came off of my 92 civic except ecu and i tried 2 different p28 ecu's and it did the same thing

do u know where to get the tool to do a leak down test, any other suggestions, i tried fpr and still same problem
then i'm pretty sure you have a vacuum leak, look at your intake manifold for leaks, or is what the guy in your other post said about the two o2 sensors
the car is obd1, there is only one o2 sensor, the o2 sensor came off a 99 si, could this be the problem since they have two o2 sensors
i dunno anything about o2 sensors, but my guess would have been that the 99 o2 sensor would been a different connector, but i dunno...
i'm still a lil doubtfull that one O2 sensor would only mess with 2 cylinders.

run the engine, and pull the plugs wires off on the #1 and #2 cylinders to see if it makes a difference.
Did you do any changes to the wiring harness?
you could put a timing light on the wires to 1 and 2 to see if it's sending spark. or pull the plugs, lay it on top of the engine, and fire the engine up.
also smell the plug hole for fuel if you pull the plug and fire the engine. just to check if the injector is working.

somebody said i should to leak down test but i read that this test is to find out where u r losing compression and my compression is good, any body know about this
make sure the wires running to the injectors #3 and #4 are not exposed anywhere. If they ground themselves out on the IM then fuel will dump into these injectors.
