i bought my car with paper holding up the windshield wiper lever on the steering column. with the paper out, it falls right down. does anyone know how to repair that, or what is wrong

i am afraid that it is going to be worse than i think. the car is a theft recovery adn the ignition was definitely mistreated. i actually have 2 keys for my car. one for the door, and one to start it.

i broke the one off of my car last year. i stuck a box of matches under the wiper to hold it up, but everytime i shifted hard they would pop out and my wipers would go crazy. well after a while the headlights stopped working, then the brights stopped working. so i replaced that part of the steering column. its prety easy, you just have to take off the steering wheel to get to it.
