Default problem with STR 68mm throttle body

my friend just bought a brand new 68mm STR throttle body for his B16 engine. when he installed it, he told me that the idle jumps straight up to 8k RPM and STAYED THERE. so when i came over, i adjusted that little allen screw under the throttle body. and when he started it up again, it idled at 700 RPM...but once he tapped on the gas pedal a little bit, the rpm would just jump up to 8K and STAY THERE...and no, the gas pedal didn't stay down when he pressed on it. i've searched and saw a few topics. i read that you can adjust the map sensor? but how would you do that?? i understand if the idle is high, it can be adjusted...but with his, when you start up the engine, it automatically revs up to 6-8K and stay there. we checked all of those hoses, there are no leaks what so ever...replaced all gaskets. we don't know what else to do

Sounds like the rotor on the throttle is getting stuck. I've seen it happen before, but I have never seen the problem resolved.

no, it can't be stuck, because we took the intake out, and when the engine revved up to 8k and stayed there...the butterfly wasn't even open...

i can't really show a picture of how it's on right now...but i'm pretty sure they are in the right place. yes, i know, people say that they are completely identical, and i made sure and labeled them before i took them off of the stock throttle body...so i'm pretty sure they are not mixed up
