Perma Plate in Ont?
Dont do it, dude. Its a waste of $$. Why not just put a coat or two of your favorite wax or sealant (sealant would be the best since it would last all winter) on before the weather gets real cold?
Edit: Need to clarify. What type of permaplate are you talking about? The soundshield is nothing more than rubberized undercoating that you can buy at the parts store for $5/can. The rustguard is not endorsed by Honda/Acura and the warranty for rust perforation is good anyways. Plus, there really is no evidence that the "rust packages" do anything. The fiberguard is nothing more than a scotchguard like product. You can buy these type of stain repellants for much cheaper and apply them yourself.
If you do choose to get the Permaplate stuff, make them give you a big discount, because their markups are outrageous!

If you're talking about the rock guard stuff that is made of clear plastic - it's not cheap due to the amount of labour involved putting it on. Around here the service goes for 400-500 bux.
I would do the wax thing and keep your car as clean as possible - hosing out the wheel wells and such. Rust proofing (like RustCheck) is probably your best defense in areas where they use a lot of salt like T.O.
