Default Comp Cams Stage III, now no VTEC

I have a CRX with a B20 block and a B16 Head, DH Racing Intake and BBK 70MM Throttle Body and DC Sports Header, through Borla Exhaust. We bought the cams and a whole Ferrea Valve train upgrade ,from valves to springs. Now we installed the cams (Stage III Comp Cams) and the Vtec won't engage. We put the Vtec solenoid from another one of out B16's to see if the solenoid was bad and it still will not engage. We are using a PR3 ECU that has a Mugen chip to engage the Vtec at 3800 RPM. What could be the problem?

was vtec working before you put the new cams in?
do you have enough oil in the engine?
how do you know for sure that vtec is not engaging? check to see that the signal is coming from the computer.

First of all...Why are setting your vtec so low... bad idea. Its not going to do anything but hurt you. I recommend setting it at 4900 because my revs really never drop below that.
