Default N/A & turbo HP&TQ differences?

Well, last week I went to the local track and there was two 99-00 civic SI's. Both had full interior and DRAG RADIALS. I talked to both owner's of the car's and they were both getting good launches, and no misshifting. One had a drag turbo kit set @ 7.5 PSI, 2.5 in exhuast, with no CEL and was running constent low 14's. The other SI had aem cai, jdm dc 4-1, greddy PE exhaust, and no CEL he was pulling low 15's. Now I was looking @ dyno runs of turbo and all-motor SI's. The turbo SI @7-8 psi was making anywhere from 190-240WHP & 140-170WTQ. While the n/a SI with I,H,E were putting down 140-150WHP & 100-105WTQ. That turbo SI is making 50whp & 50wtq more than the n/a SI. So my Q is if you add 50WHP N/A power to the N/A SI will it knock more than a SEC. off his E.T, or is it the same power? .......Is turbo HP just over rated power?

Ill say it simple, an NA car with 220whp is faster than that turbo civic by a long shot you will be seeing mid to low 13's mabey even faster depending on the setup and car.
