Default all motor & turbo HP+TQ differences?

Well, last week I went to the local track and there was two 99-00 civic SI's. Both had full interior and DRAG RADIALS. I talked to both owner's of the car's and they were both getting good launches, and no misshifting. One had a drag turbo kit set @ 7.5 PSI, 2.5 in exhuast, with no CEL and was running constent low 14's. The other SI had aem cai, jdm dc 4-1, greddy PE exhaust, and no CEL he was pulling low 15's. Now I was looking @ dyno runs of turbo and all-motor SI's. The turbo SI @7-8 psi was making anywhere from 190-240WHP & 140-170WTQ. While the n/a SI with I,H,E were putting down 140-150WHP & 100-105WTQ. That turbo SI is making 50whp & 50wtq more than the n/a SI. So my Q is if you add 50WHP N/A power to the N/A SI will it knock more than a SEC. off his E.T, or is it the same power?

i'm thinking the turbo guy sucks at driving. the n/a will probably will not make the same time because it doesn't have the high torque that a turbo car would have.

ive seen turbo si's with only 210 make mid-high 13's. so my guess is he cant drive very good. second the na would be slower due to the tiny powerband an na honda makes.
