Default Threat scared the scammer?

A couple of months ago I posted about some guy in Winnipeg, Manitoba who took $450 from me back in Novermenber and never sent me a set of JDM HID Headlights which the money was for. I waited patiently and gave him plenty of chances. However, he never sent me anything and sent me a picture of a receipt that I could not even read. A week ago I emailed him saying if he does not send me the headlights or refund my payment that I would report him to the Internet Fraud Division of the FBI and his local police department, and guess what? He emails me back saying that he will sue me if I do such things. Then today, a week later, he emails me saying that he would like to resolve this issue as soon as possible. He offers to send me multiple payments(three payments) to refund what he owes me. I guess making threats do work sometimes. Hopefully this time he is serious about ending this transaction.

You haven't gotten anything yet. Your still on the leash and nothing has been done yet. Don't get your hopes up.

dont get too happy if i were you i would still make and file the report. either way he will pay.. so why give him more time to think of how to get out of this scam, change his address, move to another location etc.....

follow through with the report... one think to remember about scammers or possible scammers... always follow through because it will open their eyes to what can happen and the next time they decide to scam someone they will hope that another report is not generated....

do what you want , but i would follow through now...

Hahaha... how ******* dumb is the guy? He says he will sue YOU for telling him to give your money or goods? What a ******* moron! You should just say yes, so when he takes you to court, you can show all of this as proof and the judge will laugh and you will get your money!

OMG what a dumb ******* scammer!

How would you go about doing this? i am in a similar situation for $850, through PayPal and i am not sure if Paypal or this guy stole my money. Paypal won't give me any info and the guys said he never got the money?
