Replacing complete wiring harness?
the guy that i bought my car from really did a number on it...there is so much electrical tape all throughout my car, it's ridiculous
right now i'm having problems with the brake lights (they don't come on
)
my question is, if i could find a complete wiring harness for cheap, would it be possible (and worth the time) for me to remove the existing one and replace it with the new one myself? or would this job be way too difficult for an amateur to attempt?

yes. To do it right, remove all the interior and dash.
Did you check all the fuses?
