Default will a worked b18c1 head make a difference to my performance

i have a 93 si h/b i have a gsr motor in it . what is the best way i can ru hard all motor. i know someone with a gsr head all done up with crower parts valves, retaniers, the works . its even ported and polished. will it make a big difference to my car? i wanna run 13,s. any info will help
