Are you speaking of the ones that go inside your windshield and hook to the plate and hold it there?
You can get those at any hardware store. Basically a suction cup and a hook on the end.
If you're speaking of ones that will actually stick to your front/rear bumper, then I think you're out of luck. The surface isn't smooth enough, and even it is it, it's not smooth ENOUGH that it'll stay on long enough during your inspection.
