code 16- car wont rev past 4000rpms

code 16- car wont rev past 4000rpms
i just swapped a b18a in my 88si and it runs like crap. it wont rev past 4000 rpms. i soldered all my connections and double checked the wires to ecu. and at wide open throttle it sounds like crap. help!!

my 90 hatchback is idling crappy. i got a zc dohc.it wont go p[ast 3500. and sounds like it hit the rev limiter at 3500.it feels lioke its not getting the fuel at full throttle and wont go past llike 50 miles per hr. idk help. bdpic714@aol.com
