Default automatic tranny... help

ok i just put a automatic tranny on my car and i am installing the axles. when i put the rotors back i noticed one thing. the wheels move and the car is in park.
does it supposte to do that????
i put the shift cable on and the wheels still move while the car is in park. is this because the selenoids need powers so they can lock the wheels when the shift is in park????
its a automatic tranny for a 90 accord ex. (sorry if i wasn't clear enough)

If you can put the car on the ground and push it you have a problem. Being able to spin one tire or the other while both are in the air is normal.
