Default Repainting rear bumper?

My baby (97 EX 4 door) has a few paint peeling areas on the rear bumper. No structual damage, just looks like a bad paint job. I am thinking of getting it sanded, primed and repainted as it is not a damged item. My local Honda body shop (obviously) told me I should replace the whole thing and paint it. Any recommendations at this point? I'm not too familiar with body work, but I'm pretty sure I've heard about getting it painted at a good body shop, since there should be some special additive for the paint to allow it to flex with the bumper at speed and and prohibit the peeling of the paint again. Also, how much is a reasonable price for this? Thanx in advance.

hmm if you said theres no structural damage, they could just sand down the old paint, and redo the job, no need to get a "new" bumper then repaint... but around my area they usually charge like 75-100$ a bumper.
