What class and sanctioning body rules are you building to? The concepts behind making a car handle are pretty much the same but the actual parts you can use will vary depending...

What do you want to do?

Autocross? Road race?

There's some good info in the forum FAQ regarding autocross as well as the costs of road racing. Take a look.

Go to the local autocross. As long as the only thing you have done to the car are shocks, then just race in the stock classes. No point to do suspension and all this other crap if you cant drive it.

Are you talking about making it "like" a road race car or about building an ACTUAL road race car?

It will all come down to $$$. You'll need to complete (at least) a Skip Barber racing school.

You'll need to get a wheel-to-wheel license.

As for the car, just read as much as humanly possible about ITA cars in this forum.
