Default too much fuel going in to engine!!!!

i have a 88 crx hf i swaped a d16y7 block with a d16y8 head. im using a crx si intake manifold along with distrbutor. everything is set correctly. too much gas is being injected to the engine causing it to flood. dont know how to correct this problem i have a hf ecu with a set of hf injectors and a si ecu with a set of injectors.
