Default How do they determine a redline?

Does Honda set a cars redline by what it can handle? Or does it set a redline by where it stops making power? Is it that bad to go over redline? I would think it would be..

Redline is just a saftey standard on the tolarancec of the engines. My 4g lude stops accelrating at 7.5rpm but red lines after that. You can up your redline by building your top end stronger so it can take more abbuse. Normally before you hurt your engine you will run into fuel cut off or rev limiter to stop it from happening.
