i just installed them in my legend caliper upgrade and have not bedded them yet, is it normal for them to make a grinding noise at low speeds. its not like usual brake squeal.

 

check the edges of the brake disc. see if it's shiney as if something is rubbing.

sometimes the new pad is a little larger than the old sweep area and the "lip" on old rotors act as high spots until the pads conform to the rotor's contour.

could this be your problem?
