Default OBD II to OBD I Conversion Question On O2 Sensor For 2000 GSR?

Sorry I tried searching but came up empty handed. If I were to complete the conversion which of the O2 sensors will no longer be needed? The one in the header or the one in the cat?

Also would there be a problem w/ emmisions testing since my car should be running OBD II instead of OBD I? BTW I live in IL, they are not that tough here on emissions like they are in CA.
