Default please help. right turn signal wont turn off

92 accord ex, right turn signal won't turn off. i have disconnected the front right and rear right turn signal bulbs to see if it's grounded improperly. still the dash/instrument cluster keeps flashing the right turn signal. when i push the emergency light it overrides flashing right turn signal. what i ended up doing is I disconnected the fuse powering the signals. unfortunately, now i don't have turn signals. everthing else works fine including the emergency flasher. It may be inside the steering wheel because the signal lever doesn't stay locked for right turn but does for left turns. any help and suggestions is appreciated. thanks.

it could be a switchin the sterring wheel column, or a short some where. better use the hand signals!
