i bought mines for $9 off of ebay. all it is is a bulb and an ring insert that just goes around your h4 bulb and you wire it up. no need to drill or anything.
SEARCH - been covered before, go to any honda dealership or online Honda Parts seller & get the city lights from a 94-97 Prelude (i think those are the years
)
I got mine from http://www.ahmotor.com (site currently down now)

the city light sockets are are the same as the lisence plate light sockets on the 94-97 prelude. and if you dont have the jdm lights the usdm headlights have a little circle on the back in the spot where they go. just have to drill it out .

city lights go on with your secondary lights, they're the regular white light color, but they can be used as a secondary light with your ambers instead of turning your main headlights on. there are certain places in japan that dont allow for the use of the main headlights so they have these on there... or so i was told, but they look pimpin anyways
if its for the jdm lights, what i did was take the corner light sockets from an accord. of course i cut the wires and left'em kinda long so i had something to work with.
i got my parts out of a junkyard and these things fit in yer tool box really easy.
i got'em free.
