8 sounds a little steep-it all depends on the quality of the workmanship..
If its in good shape, no rust, clean interior, and the motor hasnt had the living bah-jesus drivin out of it to where its about to grenade.. 7-7,500 wouldnt be too unreasonable. Theres probably that much in parts alone, not to mention labor, wich usually doesnt count too much in buying a used car.

In mint stock condition w/ that manny miles the EG Si will grab about 3,500 sometimes 4 grand depending how hard they are to find in your area.
When you start thinking about the mods that are done to it, 8 grand comes up pretty quick, and i doubt you could duplicate the car for that.. So it all comes down to wether or not the work is quality.
And of course the ultimate question is- do you really enjoy driving/racing? If yes, then Is it worth 8 grand to you?

from the way it sounds, its probably a bad-*** little car (i have a soft spot for the eg Si though )

*edit* 5 mins later) dude, after looking at your site, its obviouse you know whats up w/this stuff-- trust you instincts

No way! MUCH too pricey for that car with those mods. Just buy a stock 92-93 hatch and do your own upgrades, you'll apprciate the car more because it's "YOUR" project, not anyone else's. Or you can buy a good condition 92-93 hatch with a B18C1 swap for around the same price, maybe even a little less.

personally, I would never buy a car that has been NOS'd

you just don't know how reliable the installer, or user are.

compression test it FOR SURE, and the car is not worth anything near 8K
