ECHC Points
I am trying to figure out the ECHC point rules. Here is the way I understand the rules. You have to run 7 ECHC races (not weekends). You can take 2 out of region races (not weekends), if they are better than you ECHC finishes, and you can drop your worst 4 races. So for example if I missed the 1st race, do the rest of the ECHC races, and the Mid-Ohio race in August that would be the maximum amount of points I could aquire.

No. That'd be points for 14 races.
You do have to run 7 ECHC races, and you can add results from two out of region HC races, but only your top 10 results (including the two highest out of region ones, if they're good enough) are used to compute the championship.

Lets say someone does 4 races out of region and win 2, can they use the 2 out of region wins for east coast points, and in theory if they win 8 of the ECHC races I would have the max amount of points. What would happen if there is a tie at the end of the season.

You can use two race results from out of region. They don't have to be from one weekend.
Section 22.3 of the NASA CCR will give you the answer to the "tie question".

Thats unfair. Now this year you're forcing competitors to buy these expensive toys to settle ties? What if the stores are out of stock? And if you dont have one, you lose the tie by default! C'mon!
I remember when those things were settled by rock, paper, scissors, or if both competitors had the same number of wins, a roshambo.
