When to put fuel system cleaner in

i bought a 5 quart of oil and it came with a fuel system cleaner should i put the system cleaner after oil change or before? thanks sorry if its been posted but i searched and couldnt find what i was looking for.
what kind of fuel cleaner is it?
if it works like the chevron, you dump it in your gas tank when your at the last quarter of the tank....
when you clean the fuel system and when you do the oil change really has no bearing on the other.
again, im just referring to the chevron-like fuel system cleaner. if you have another kind, then its probably best to read the instructions.... my take on it is... its apples and oranges mate.

Its valvoline Fuel system cleaner for higher mileage cars. im not trying to get other products this came with my 5 quart of oil, and no it only costed me 8 bucks, it says use every 3,000 with oil change. Does that mean before or after change.
