Default is this to fast for bolt ons?

I was at the track yesterday and a 96 accord coupe ex with all bolt ons, (intake, dc head, exhaust) and he was running falken azenis. The guy ran a15.3 and a 15.1. I think thats a bit to fast with just bolt ons however i wanted to see if you guys think this is possible

i think its believeable if it had a H22 with only bolt ons.

i was running a 14.9 with just a cold air intake, header, and rear section exhaust. Full interior...............So it's believable if he had a h22, or he might have been just lying to you.

i ran a 15.1 with full interior, spare tire, stock h22 (no bolt ons), f22 tranny, and 17" wheels...
