FS: 15" panasport rally wheels w/ azenis (SoCal)

15" pro rally wheels so it doesnt come with center caps. azenis has about 70% tread on them.wheels have some minor scuffs but NO major curb marks. located in fountain valley area in OC.
NO pics at the moment, but locals can come check them out personally.
the color is silver w/ a polished lip
edit: lug pattern is 4X100 with a 40 offset
make a REASONABLE offer please

sorry for stupid question, but the website says "racing use only" not for use on street or highway use?
do wheels need to be dot certified? or what would make it unsafe? to run them on the street or highway?
