Default Will 95 civic springs fit a 99 si?

Got a set of 92-95 Skunk2 springs, PN 519-05-1460.
Will they fit a 99si?

Some will say yes.

Personally I would say no to the si, but yes to the ex and lower. Because the b16 weighs more, the springs should be stiffer to compensate.
With the d motors in 92-00, the stiffness will be about the same.
